Inner City Empowerment Community Development Corporation (ICE CDC) works to improve the quality of life for individuals and families in underserved communities through responsive programming, community outreach, strategic partnerships, and collaborative solutions.
Serving Chicago Heights, Park Forest, Sauk Village, and surrounding South Suburban communities, our work is designed around the needs and strengths of the people we serve. We believe meaningful community development happens when residents, organizations, service providers, governmental agencies, businesses, and other stakeholders work together to create opportunities and address barriers to success.
Our programs and initiatives focus on several interconnected areas of community impact.
YOUTH EMPOWERMENT & DEVELOPMENT
Helping Young People Discover Their Potential
Youth development has been at the heart of our work for many years.
ICE CDC creates opportunities for young people to build confidence, develop leadership and life skills, explore their talents and interests, strengthen positive relationships, and prepare for future educational and career opportunities.
Our youth-focused activities may include:

VIOLENCE PREVENTION & COMMUNITY SAFETY
Bringing Communities Together to Create Safer Environments
ICE CDC plays an active role in strengthening community-based violence-prevention efforts throughout the South Suburbs.
We work with residents, violence-prevention organizations, municipalities, schools, law enforcement, behavioral-health providers, youth-serving organizations, and other community stakeholders to improve communication, coordinate resources, identify community safety priorities, and develop collaborative responses to violence.
Our violence-prevention and community-safety work includes:
- Community convening and coordination
- Violence-prevention planning
- Community outreach and engagement
- Youth and family engagement
- Resource identification and connection
- Collaboration among community partners
- Support for community responses following incidents of violence
- Identifying gaps in services and resources
- Promoting prevention, intervention, healing, and community resilience
ICE CDC believes that no single organization can solve community violence alone. Sustainable change requires trusted relationships, shared responsibility, coordinated resources, and the meaningful involvement of the people most affected.














COMMUNITY OUTREACH & RESOURCE CONNECTION
Meeting People Where They Are
Access to the right information or resource at the right time can make a significant difference for an individual or family.
ICE CDC conducts community outreach designed to connect residents with programs, services, information, and opportunities available throughout the region.
Our outreach efforts include community events, resource fairs, neighborhood engagement, family-support initiatives, information sharing, referrals, collaborative outreach campaigns, and direct connections to community partners.
When a need falls outside of our direct services, we work to help residents identify organizations and resources that may be able to assist.
MENTAL HEALTH, WELLNESS & TRAUMA SUPPORT
Supporting Healing, Wellness and Resilience
Violence, loss, economic hardship, family challenges, and other forms of trauma can have lasting effects on individuals, young people, families, and entire communities.
ICE CDC works with qualified behavioral-health and social-service partners to increase awareness of mental health and wellness, provide educational opportunities, reduce barriers to seeking support, and connect individuals and families with appropriate professional services.
Our role may include:
● Mental health and wellness education
● Trauma-awareness activities
● Psychoeducational programming
● Community conversations
● Referrals and resource connections
● Partnerships with qualified behavioral-health providers
● Incorporating wellness and resilience into youth and community programming
By integrating wellness into our broader community-development efforts, we seek to support not only safer communities, but healthier and more resilient ones.










LIFE SKILLS, LEADERSHIP & CREATIVE DEVELOPMENT
Preparing People for Success in Life
ICE CDC recognizes that empowerment involves more than meeting immediate needs. People also need opportunities to develop skills, confidence, creativity, leadership, and a vision for their future.
Building upon our longstanding history of youth mentoring, performing arts, personal development, and skills-based programming, ICE CDC incorporates life preparation and personal development into its community initiatives.
Programming may include areas such as:
● Leadership development
● Communication and public speaking
● Financial and practical life skills
● Career readiness
● Entrepreneurship exposure
● Creative and performing arts
● Personal development
● Goal setting and decision-making
● Community leadership and civic participation
Programs are developed based on community need, available resources, partnerships, and funding opportunities.

Partnership is central to the way ICE CDC works.
Rather than attempting to duplicate every service needed within the community, we build relationships with organizations and professionals that bring different areas of expertise to the table.

OUR ROOTS IN YOUTH & FAMILY EMPOWERMENT
ICE CDC's present work builds upon many years of service to young people and families.
Earlier initiatives included mentoring, personal development, creative arts, violence-prevention activities, fatherhood and manhood programming, girls' empowerment, youth civic engagement, and other programs developed to respond to challenges affecting children, youth, and families.
Those experiences helped establish the foundation for the broader community-development work ICE CDC carries out today.
As community needs have evolved, our approach has expanded beyond individual programs to include community convening, violence prevention, coordinated outreach, behavioral-health partnerships, resource connection, youth development, and cross-sector collaboration.
We continue to build upon what we have learned while developing programs and partnerships that respond to today's challenges and opportunities.

ICE CDC primarily serves residents of Chicago Heights, Park Forest, Sauk Village, and surrounding communities in the South Suburban Chicago region.
While individual programs may have specific geographic or eligibility requirements based on funding, our broader goal is to strengthen the network of people, organizations, resources, and opportunities available to underserved communities throughout the region.
